Just to get things started, I sketch out quick ideas in a small spiral bound sketchbook, usually in pencil. Once I'm settled on a design I'll move on to draw it on a sheet of premium white 8x10 computer paper, I trace over this sketch to clean up the lines and later scan it in to work on the drawing digitally.
I prefer buying spiral sketchbooks since it's either to turn to the page I want to sketch on. Plus, I tend to draw in a lot of places where I'm waiting in a small chair (i.e. waiting rooms), which means I have to sketch things on my lap. So, it's not practical for me to use a big book I have to fold open and lay on a flat surface. XD
I draw in Photoshop a lot, too, but I definitely do more drawing traditionally. Photoshop is more for finished pics.

A man is lying face down, dead on a green surface surrounded by 53 bicycles. why was he killed?
Spiral or bound sketchbook. I would prefer the sketchbook if you're planning on scanning the work. It's easier to pull it out of a spiral than a bound end book. Sketchbooks would be better for ideas to put down.
I also use large sheets of printing paper to draw out a character sheet for expressions and body poses. It saves the trouble of working in a contain space and you just have a single paper to work and move around with. Better for scanning.
Any simple designs I do them on Photoshop directly with a tablet and color everything from there too. I use coral painter for anything more detail and excellent uses for colors.
I go back and forth for whatever idea it will be for. Ultimately it'll start on paper or sketchbook.
